This endpoint is used to unblock a card that has reached the maximum number of allowed PIN failures (e.g., status TOO_MANY_CONSECUTIVE_PIN_FAILURES).
Eligibility: Only applicable for cards where the consecutive failed attempts have already reached the system limit.
