For remote host clients, you don’t need to call this API if StraitsX already created for you.
For instance, if you are the merchant and wish to create card programs for your clients, Client A and Client B, it is advisable to establish two separate Issuing Plans — one for each client. This approach allows you to maintain fine-grained control over the specific Card Products offered to Client A versus Client B.
