Get the spendable balance of a StraitsX account

The spendable balance is the settlement balance minus any uncleared transaction.
The purpose of it is to ensure that our issuing group covers all of the authorization amount when.
Example:
Settlement Account balance: 100,000 USD
User A makes 10 USD purchase, Spendable Balance becomes 99,990 USD
User B makes 50 USD purchase, Spendable Balance becomes 99,940 USD
Settlement Account balance will remain 100,000 until VISA clears the two transaction with us
Spendable Balance is now 99,940 and the Issuing Group can support 99,940 USD worth of transaction
Please note: even if an individual user has > 99,940 USD spend limit, they would be unable to spend all of it as the Issuing Group does not have enough to cover all of it.
